Where to Buy One Piece Cards in Tokyo: Official Shops (Ikebukuro, Shinjuku, Shibuya), Card Shops and Purchase Limits (as of 2026-09-23)

In Tokyo, new One Piece Card Game booster packs at the three official shops (Ikebukuro, Shinjuku and Shibuya) are sold only to people who win the pre-lottery, with an ID check and one checkout per person per day. For single cards and walk-in shopping, go to the card shops of Akihabara and Ikebukuro instead (checked 2026-09-23).

This page is a decision guide: which kind of shop to walk into for what you actually want, and the rules that decide whether you leave with anything. Every address, opening hour, price and limit below comes from the operator's own page — Bandai Namco Amusement (which runs the official shops), the ONE PIECE CARD GAME official site, and each card shop's official store page — with the date we checked it. The short version: if your trip dates do not line up with a lottery round, plan on card shops from the start.

The official shops in Tokyo

Bandai Namco Amusement's ONE PIECE CARD GAME Official Shop page lists 20 official shops in Japan, three of them in Tokyo (checked 2026-09-23). DECKS STADIUM, Bandai's official shop for all of its card games in Akihabara, was also a sales point for the OP-17 lottery.

Just outside Tokyo, the same official list includes Yokohama (Yokohama World Porters 2F) and Saitama Koshigaya (Aeon Lake Town mori 3F). The Ikebukuro shop is inside Sunshine City — see our Sunshine City guide for the rest of the complex.

Two things all three Tokyo shops state on their product pages: they do not answer questions about stock or arrival dates, and they do not take reservations or hold items. The stock list on each shop's page is explicitly not guaranteed to be current.

How buying at an official shop works (as of 2026-09-23)

Booster packs are lottery-only. Since a notice dated 10 September 2026, every booster pack at the official shops is sold by pre-lottery. For the OP-17 booster (Japanese title 世界最強の戦士), applications ran from 11 September 10:00 to 16 September 23:59 (extended from the 15th), sales ran 19–23 September, and each person could apply once, for one store only. Applications go through the NAMCO Parks online store as a free (0 yen) “purchase-right ticket”.

You need an account that can receive an SMS. NAMCO Parks membership requires a Bandai Namco ID and SMS verification to your registered mobile number. The guide does not say whether overseas numbers are accepted, so test the registration before you rely on it.

On the day, three things must match: your ID document, the purchase-ticket screen on your phone, and the member details you applied with. If they don't match, the sale is refused even to a winner, and if you miss the assigned meeting time you cannot buy at all.

A passport works as ID. It is on the official list of documents accepted on their own (originals only — copies are refused, and a document without a photo is not valid).

Face recognition is in use. According to the OP-17 lottery notice, all official shops have temporarily captured and matched customers' face data at the point of sale since 22 August 2026, and a purchase judged to exceed the limit for the same person is refused and the winning entry voided. The operator's face-recognition notice says the face data is not used for any purpose other than the sale.

The purchase limits

The official rule, updated 20 August 2026 and in force from 22 August:

On top of that: one checkout per person per day, and no re-queuing. When a booster box is sold, staff cut the box's tape at the register as an anti-resale measure; the outer box (外箱) is included only when you buy the maximum number of boxes; there are no returns or exchanges for customer reasons; and the rules can change without notice. DECKS STADIUM applies its own limit of 2 of each starter deck and one checkout per day, and does not sell cartons.

What things cost

The maker's suggested price for OP-17 (released 22 August 2026) is 240 yen a pack, tax included, for 6 cards. The official shops' product lists show OP-08 to OP-16 at 220 yen a pack and the six newest starter decks (ST-31 to ST-36, on the Shinjuku and Shibuya lists) at 550 yen each. On DECKS STADIUM's stock table updated 23 September at 10:00, every booster was marked sold out or lottery-winners-only, while many older starter decks were in stock — stock moves daily, so treat that as a snapshot.

Card shops: singles and walk-in buying

For a specific card, card shops are where you go. These are verified from each shop's own store page (checked 2026-09-23):

On the same Card Rush page, Akihabara Store 1 & 1.5 was temporarily closed. All three Ikebukuro shops have Higashi-Ikebukuro 1-chome addresses.

Two practical notes:

• Card shops run lotteries too. New booster boxes are not guaranteed over the counter anywhere; Cardlabo's One Piece Card Game page, for example, lists store-blog posts announcing lottery sales of One Piece booster packs (from its Oita branch, not Ikebukuro, when we checked). Check each shop's X account or blog before a release weekend.
• Order online, collect in Akihabara. Card Rush offers in-store pick-up, but only at Akihabara Store 2 (it may be switched to another Akihabara branch during a temporary closure): collection is from the day after the “shipped” email, you pay online (not at the counter), you show ID, and orders are held for 6 days. If the address on your order is outside the capital region (Tokyo, Kanagawa, Chiba, Saitama, Ibaraki, Gunma, Tochigi and Yamanashi), Card Rush may email you to confirm the shipping method.

Can't find a shop near your hotel? Bandai's official stockist search (BANDAI CARDS) lists shops carrying ONE PIECE CARD GAME products and can be filtered to “東京都23区内” (Tokyo's 23 wards).

Before you buy: Japanese cards are a regional product

This one is easy to miss. Under the official language rule of 7 November 2025, the Japanese version can be used in Japan, Hong Kong S.A.R., the Taiwan area, Singapore, Malaysia, Indonesia, the Philippines and Thailand. The English version is the one listed for North America, Latin America, Europe and Oceania (plus several Asian markets), and Europe has also allowed the French version since 7 February 2025. Japan appears only under the Japanese version.

So if you play in official events in North America, Europe, Oceania or Latin America, the Japanese cards you buy in Tokyo are not on the list for your region — buy them as collectibles, or buy the English version at home. If you play in Hong Kong, Taiwan, Singapore, Malaysia, Indonesia, the Philippines or Thailand, Japanese cards are usable there.

Tax-free: the 1 November 2026 change

Tax-free is a property of each shop, not of the city. Among the shops above, Cardlabo Ikebukuro states on its store page that it offers tax-free sales to overseas customers; for the others we could not confirm it, so ask at the register. The system itself changes this autumn, according to the Japan Tourism Agency:

• Purchases until the end of October 2026: registered stores sell tax-free at the counter.
• Purchases from 1 November 2026: you pay the tax-inclusive price and get the consumption tax refunded after customs confirms, at your departure airport or seaport, that you are taking the goods out. The purchase must be 5,000 yen or more (before tax) at one store in one day (per the JTA's special page for travellers, in Japanese), you must leave Japan within 90 days of purchase, and the goods must be with you — the customs check happens before you check in your luggage.

Want to play first?

The official shops run free teaching sessions: a sample deck is lent, up to 18 people take part (a lottery decides if more apply), there is no age limit, and you apply in advance through the BANDAI TCG+ app. Participants who answer a short survey get gifts while stock lasts — the official page lists a promotion pack, a sample deck and a storage box.
